Editor: California State Controller Steve Westley’s attempt to coerce the passage of a budget falls well short of the mark with his threat to curtail payments to services and education. He should instead threaten to curtail payments to the legislators’ salaries and benefits. Perhaps then those who should ‘feel the pain’ would.
