Editor: Let me get this straight. The Tracy City Council is preparing to spend over $20 million for a new Cultural Arts Center, and another $20 million for a new City Hall. Meanwhile, they are allowing the public landscaping of those zones whose residents voted down additional tax increases to go to hell in a handbasket. Now that's class!?!
